Laredo is the natural entry point for freight heading to or from central Mexico — Monterrey, San Luis Potosí, Mexico City, and points south. The port processes virtually all commodity types, and the infrastructure — including multiple customs brokers, bonded warehouses, and drayage operators — is the most developed of any Texas crossing. Average commercial wait times typically run 1 to 3 hours under normal conditions, though they can spike significantly during agricultural seasons, federal holiday periods, or when CBP staffing is reduced.

El Paso / Ciudad Juárez (Ysleta–Zaragoza and Bridge of the Americas)
El Paso is the dominant crossing for freight to and from northern Chihuahua and the maquiladora industrial corridor along the Juárez–El Paso border. Automotive components, electronics, and aerospace parts move heavily through this corridor. The Ysleta–Zaragoza International Bridge is the primary commercial crossing. El Paso is also an important corridor for freight originating in California and Arizona that routes through New Mexico. Commercial wait times are comparable to Laredo under normal conditions.

Pharr / Reynosa (McAllen Metro Area)
The Pharr International Bridge is the leading commercial crossing in the Rio Grande Valley and ranks among the top five busiest US land ports nationally. It is the natural gateway for freight moving to and from Tamaulipas, Nuevo León (when routed via Highway 40), and the growing industrial base around Reynosa and Matamoros. The Pharr crossing is particularly important for produce and perishable freight from Mexican growing regions and for manufactured goods from Reynosa's extensive maquiladora sector. Del Rio is a smaller commercial crossing that serves primarily as an overflow option and handles specialty freight. It does not have the commercial infrastructure of Laredo or El Paso, and it is generally not the first choice for high-volume lanes — but for shippers moving into specific regions of Coahuila or looking to avoid Laredo congestion on certain days, it offers a viable alternative.

How to Choose the Right Crossing for Your Freight

The right crossing depends on four variables: the origin and destination of the freight, the commodity type, the carrier's established relationships and equipment positioning, and real-time conditions at each port on the day of the crossing.

Rule of thumb: Choose the crossing closest to the freight's Mexican destination, not the closest to its US origin. A truck originating in Dallas that is destined for Monterrey should run Laredo, not El Paso — even though both are technically viable. The Mexican highway system, trucking regulations, and drayage costs all factor into the total door-to-door cost.

Commodity type matters for two reasons. First, certain commodities face heightened inspection rates at specific crossings based on historical patterns and CBP targeting. Second, the availability of bonded refrigerated warehouse space, flatbed staging areas, and HAZMAT-approved lots varies by crossing. A temperature-sensitive pharmaceutical shipment needs a crossing with cold storage capacity on both sides of the border — not all ports provide this.

Carrier relationships and equipment positioning are often underestimated. Most Mexico-bound truck freight does not cross the border in the same truck it left the US in. Instead, it transfers to a Mexican domestic carrier through a process called transloading or through a dray operation at the border. The US carrier drops the trailer at a bonded facility, Mexican customs clears the goods, and a Mexican carrier picks up on the other side. The strength of those carrier-to-carrier relationships, and whether the Mexican carrier has equipment staged and ready, directly determines how fast freight transitions at the border.

What Happens at the Border: The Crossing Process Step by Step

Before the truck reaches the border, the customs broker must file entry documents electronically with Mexican customs (SAT — Servicio de Administración Tributaria) and, for US exports, submit Electronic Export Information (EEI) through AES (Automated Export System) when the shipment value exceeds $2,500 or the commodity requires it. Mexican import entry — the Pedimento — must be filed in advance by a Mexican customs agent (agente aduanal). This is not optional. A truck that arrives at the border without a filed Pedimento will wait until one is filed. That can mean hours.

Step 2: US export inspection. CBP and other agencies (USDA, FDA, DEA depending on commodity) may inspect outbound US loads. Most commercial trucks receive a brief review, but certain commodity types — fresh produce, chemicals, pharmaceuticals, dual-use goods — face higher inspection rates. The truck proceeds through the US export lane and crosses the bridge.

Step 3: Mexican customs import inspection. The truck enters the Mexican customs facility (recinto fiscal). The Pedimento is presented. Mexican customs uses a random selection system (semáforo — traffic light) that assigns either green (pass through without inspection) or red (physical and/or documentary inspection). C-TPAT and FAST-certified carriers receive preferential treatment, with lower red-light rates and access to dedicated fast lanes at participating ports.

Step 4: Drayage and transfer. At most Texas crossings, the US truck transfers its cargo to a Mexican domestic carrier through transloading or through a direct truck swap. The Mexican carrier is operating under different permits and regulations than the US carrier. The coordination of this handoff — timing, paperwork, driver communication — is where bilingual logistics support becomes operationally critical.

Step 5: Mexican domestic transport. The Mexican carrier delivers to the final destination under its own operating authority. For high-value or time-sensitive loads, the shipper should confirm that the Mexican carrier has GPS tracking and that the broker has visibility into the Mexican domestic leg, not just the US portion.

Common Causes of Border Delays — and How to Prevent Them

Most border delays are preventable. In ABGL's experience, the majority of avoidable holds fall into a handful of categories.

Incomplete or incorrect documentation. The Pedimento must match the commercial invoice exactly — commodity description, quantity, weight, and value. A discrepancy of even a few units or a mismatch between the HS code on the invoice and the Pedimento causes an immediate hold for reconciliation. This is the single most common cause of avoidable delays and the one most directly under the shipper's control. Accurate, detailed commercial invoices are not paperwork formality — they are operational necessity.

Missing or expired certificates. Certain commodities require additional certifications: phytosanitary certificates for agricultural products, FDA prior notice for food shipments, certificates of origin for USMCA duty treatment, COFEPRIS authorizations for pharmaceuticals and medical devices. These certificates have specific formats, expiration windows, and issuance requirements. A phytosanitary certificate issued more than 14 days before arrival, for example, may be rejected at the border.

Practical tip: Request all commodity-specific certificates from your supplier or export compliance team at least 72 hours before the truck is scheduled to depart. Do not wait until the freight is staged at the border.

Customs broker communication failures. The agente aduanal on the Mexican side must be reachable and responsive at the time of crossing. Delays caused by a broker who is unavailable to answer a customs query — especially outside normal business hours — can hold a truck for an entire shift. Working with a freight broker that has established, round-the-clock relationships with border customs agents is a material operational advantage.

Carrier qualification and permit issues. Mexican customs and transport authorities check carrier operating authority and equipment condition. A carrier with a lapsed permit, an equipment issue, or a driver without current credentials will be turned back. Pre-screening carriers — not just checking a certificate on file, but verifying current status before dispatch — eliminates this category of delay entirely.

Reactive routing during congestion events. CBP periodically increases inspection rates in response to enforcement priorities. When this happens, wait times can spike from two hours to six hours or more. Shippers and brokers who monitor crossing wait times through real-time tools (CBP's Border Wait Times app, industry sources, and direct agent communication) can shift crossings before the truck commits to a route. This is not possible without local intelligence.
