Loading and Pre-Trip
The loading dock is one of the most common sites of temperature excursion for reefer loads, and it's the one shippers have the most control over. If the trailer isn't pre-cooled to setpoint before the doors open, the refrigeration unit has to pull the ambient temperature inside the trailer down while freight is simultaneously being loaded. Product that enters the trailer at 50°F when the setpoint is 34°F will absorb heat from the surrounding air and from the products being staged at the dock door. The unit may take 45 minutes to two hours to return to setpoint depending on load volume and ambient conditions.
In-Transit on the U.S. Side
For loads originating north of the Texas border region, there's typically a six- to twelve-hour transit before the truck reaches the crossing. Reefer unit malfunctions — fuel exhaustion, refrigerant leaks, compressor failures — are statistically more likely on longer runs. A reefer unit that fails silently (without triggering an alarm) at 3 a.m. in south Texas can result in a load that arrives at the border already outside temperature spec.
At the Border
This is the most widely recognized vulnerability. The truck sits in queue, the engine may be at idle, and the reefer unit is running on its own fuel supply. If the reefer fuel runs low — which can happen on a truck that's been in transit for 10+ hours before reaching the border — the unit will shut down. A physical inspection compounds the exposure: USDA APHIS officers inspecting produce, or Mexican customs officers conducting a physical exam, will open the trailer doors and allow ambient air to enter.
Drayage Transfer
Most cross-border reefer moves involve a drayage transfer at the border — the U.S. carrier drops the trailer at a cross-border facility, a Mexican carrier (or a U.S. carrier with cabotage authorization under specific programs) hooks it for the crossing and the Mexican delivery segment. During this transfer, there is typically a period where the trailer is not connected to a power source or a running tractor. Drop-and-hook facilities at major Texas crossings often have reefer plug-in stations, but availability varies and not all facilities have adequate capacity during peak hours.
Mexican Customs Inspection
Once on the Mexican side, SENASICA (Servicio Nacional de Sanidad, Inocuidad y Calidad Agroalimentaria) — Mexico's agricultural inspection agency — may require physical inspection of produce and other agricultural products. These inspections can add 30 minutes to two hours of additional exposure time.
Pre-Cooling, Monitoring, and Setpoint Best Practices
The practices that protect refrigerated freight on cross-border moves aren't unique to cross-border shipping — but they become more important when you're adding border dwell time to an already tight temperature window.
Pre-Cool the Trailer to Setpoint, Not Close to Setpoint
A trailer pre-cooled to 34°F for a 34°F setpoint load has no buffer. The standard recommendation from refrigerated carriers and the Produce Marketing Association is to pre-cool the trailer to setpoint temperature at least two hours before loading begins, and to confirm that the trailer walls, floor, and ceiling have reached setpoint — not just the air temperature inside the unit. Use a calibrated thermometer at multiple locations inside the trailer, not just the reefer's built-in sensor.
Verify Setpoint Before Departure
The setpoint on the reefer unit should be documented on the BOL and confirmed by the driver before departure. Setpoint errors — a driver accidentally setting 43°F instead of 34°F, or switching from continuous run to cycle-sentry mode on a product that requires continuous circulation — are more common than the industry acknowledges. Add a line to your loading checklist that requires driver and shipper sign-off on the setpoint reading.
Use a Data Logger
A temperature data logger placed inside the trailer — separate from the reefer unit's built-in recorder — provides an independent record of the load's temperature throughout transit. Loaders that are FSMA-compliant for produce shipments into the U.S. are required to have continuous temperature monitoring, but southbound shipments into Mexico benefit from the same documentation. If a claim arises, the data logger record is typically the decisive evidence in determining whether a temperature excursion occurred during transit or after delivery.
Fuel Check Before Border Approach
Standard practice for cross-border reefer moves is to ensure the reefer unit's fuel tank is full before the truck leaves the last U.S. fuel stop — typically within 50 miles of the crossing. A full tank gives the unit six to twelve hours of runtime at border-approach idle speeds, which is more than enough buffer for even the longest documented border waits.
How Border Dwell Time Threatens Perishables
At Pharr, Laredo, and El Paso — the three busiest truck crossings on the Texas-Mexico border — average commercial truck wait times during peak season regularly run two to four hours northbound and one to three hours southbound. Second, use a drayage provider with covered yard space near the crossing so that if a trailer needs to wait for customs clearance, it can be plugged into shore power rather than running on reefer fuel alone. Third, for ultra-sensitive loads (fresh seafood, cut flowers, certain pharmaceuticals), consider staging the load at a cold storage facility near the crossing and crossing only when a short wait time is confirmed.

While this article focuses primarily on southbound reefer freight into Mexico, it's worth noting that northbound produce — Mexican-origin fruits and vegetables crossing into the U.S. — faces its own set of regulatory requirements under the FDA Food Safety Modernization Act (FSMA).
The FSMA Sanitary Transportation of Human and Animal Food rule (21 CFR Part 1, Subpart O) requires that carriers of refrigerated food maintain adequate temperature controls during transport, that shippers specify temperature requirements in writing to carriers, and that carriers confirm in writing that they can meet those requirements before accepting the load. For cross-border produce moving into the U.S., both the U.S. carrier handling the domestic leg and the arrangement for the Mexican-side transport must be consistent with these requirements.
Practically, this means that produce shippers originating freight in Mexico for U.S. delivery need written temperature specifications documented in their carrier agreements, pre-cooling requirements specified in their shipper-carrier agreements, and training records for carrier personnel who handle refrigerated loads. USDA APHIS inspectors at the border check produce for physical condition and pest presence — they do not typically review FSMA documentation at the port of entry — but FDA has authority to request records during facility inspections and can trace problems back to the shipper and carrier of record.
Reefer Carrier Vetting for Cross-Border Lanes
Not every carrier with a reefer trailer is equipped to handle cross-border temperature-sensitive freight.
